Papers are usually marked anonymously.
Where a paper is a borderline grade, it will be double marked.
The examiners have to draw the line somewhere. What is the point in having a pass mark of 40% if those that get 39% are awarded a pass? What about those with 38%?

If the degree is NHS funded than you only have two chances to pass and then it is an automatic fail for the entire course. A bursary, and its mainly medical based degrees that have bursary's, so this could be the reason.0
