Have you queried this situation with BetFair?
I know little of online gambling personally but PayPal work in a similar way to what msallen says and with them if you deactivate an account you still cannot use the card on another account and could only use it by reactivating the original account.
They may well be happy to tell you about their processes, even their Help section may tell you.0 -

In that case you should get back in touch with them and demand to know why they permitted the card to be used on a different account.0 -

What have HSBC said about why you didn't receive any of their letters or phone calls? Do they have your correct address and phone numbers? Have you now seen the letters that they say you didn't respond to? What is the reason given for reversing the original refund?0

Bank reimbursed him, great. He heard nothing further so assumed matter was closed. A month later he found that the Bank has reversed the refunds. Upon calling them, they said that since he had not responded to any letters or phone calls, they had reversed them and he was liable for the loss - £960
Must be a nightmare for your friend these days. But I hope you get this all sorted out.0 -
