Independent Report on Boiler/Heating Needed

Hi All
Ever since I bought a newbuild townhouse up north in 2009 I have had constant issues with the boiler and heating and have spent a lot of money on repairs. The builders installed an Ariston boiler which I've been told by various plumbers that have carried out work at the property that this is a low quality boiler. However, the problem I've encountered is that none of the plumbers are willing to provide me with a written report stating that the system was incorrectly installed which has led to the ongoing problems.
My question is, how do I get an independent report that will serve as strong evidence in a court case? I have contacted the builders about this several times but they have not responded to my last email which I sent some time ago. I believe they're just waiting to see if I will take legal action which of course will cost me even more money but I have no choice as they're no longer responding.
