Doesn't this boil down to the fact that the promise was only on a leaflet with certain items and not every item in store, and you're trying it with item's that aren't on the leaflet?
If it was company policy for all products surely it'd be on the blue board behind the customer service checkout?
If you are trying it for items that are on the leaflet then I agree you should get the difference back, but if your trying your luck on items that aren't on the leaflet then you're not going to get very far..
The wording on the leaflet doesn't say that anywhere though. Tesco have a legal obligation to have clear terms, and this printed promise reads as if they will refund any price difference. It isn't the consumer's fault that the policy isn't on the blue board - most people have probably never noticed this! If they are sending material out stating this kind of promise then that is their obligation. The fact that their stores don't know anything about it (as to whether it is on selected items) just continues the 'lets make rules up as we go along' policy that riled many people with r&r etc...

I posted something months ago about exactly the same thing - flyer came through door with free newspaper with same wording - the manager who said it was misprint is frankly a liar as this means EVERY flyer that goes out is misprinted - the ASA would love to hear about this....
HOWEVER I do think that unfortunately when I triple checked what is said in the small print in my flyer it was not that clear but it did seem to indicate that the offer only relates to items featured in the leaflet ...

100% correct. A call to Trading Standards and the Advertisiing Standards Authority and then to Head Office is needed, informing HO that you have made formal complaints and asking them what they are going to do about it.
Then, call your local paper and get them interested in it.0 -

After starting to shop at Tesco again when they brought out this price guarantee I have spent £786.73 since March (yikes) and have dutifully enteretd every receipt week after week.
Had not responce after promised '36 hour' timeframe and called. Was told there was IT problem and call back in a week if heard nothing. Did this meanwhile still shopping and entering and was told to wait another week.
Phoned back again and was told nothing was on system, they keep no records of prices and if I had read the T&Cs I would have noted that Tesco are not responsible if the reciept does not go through the system properly for any reason.
Crap service, total con, paid way over the odds for my shopping aqs they say every little helps and I could have really been helped by not bothering to take part in this fake guarantee!0
