Band G is £180 , so they may not have had to pay the full year.

Sorry I got it wrong. Disc for year from 01/08/2014-31/07/2015 is £145. The other thing is I thought you could only retax at the po within a couple of weeks of the current one running out.

How is it possible to have 2 tax discs valid for the month of august?
One is valid the other is not. Its likely the old tax was refunded without returning the tax disc.
Neither are for road tax. Both are for vehicle tax.

She is out in the vehicle today with the one showing expiry 31/08/2014 in the windscreen and the other is on a chest of drawers in another room here.

And ?. The car is taxed. The paper disc is an irrelevance.

You can't get a refund without surrendering a disc, she wanted 12 months tax so the PO kindly obliged (they don't care if it's currently taxed or not) and issued one from 1st August as requested.

That could be how the dealer has done it then. She only decided on the car on the 31st (after the po was closed) He got it on the 1st so wouldn't be entitled to claim the month back , hence she has 2 paper discs for august.

The dealer cannot claim the refund, only the current or last registered keeper can.
