    The basic test for this is whether or not side lights (position marker lights) are fitted. If they're not then all other lamps are optional. But if any stop lights or indicators are fitted then they must work even if optional.

    Optional headlights aren't tested except for the aim of dipped beams, so you could have no side lights fitted, one working (and properly adjusted) dipped beam, and one high beam shining a green light on the other side.

    It's a pass and advise :)

    That logic would be sound providing that the use of headlamps was only legally required when driving in the dark.
    As this isn't the case, the comparison is flawed.
    You can easily avoid driving with rear seat passengers.
    Unless you are psychic, you can't guarantee that you won't end up driving in conditions of very poor visibility.
    You can guarantee that by pulling over and stopping if conditions are such that headlights would be required for safe driving. Obviously, no driving at all after dark.

    Working headlamps are not legally required on a vehicle that has no front and rear position lights. The comparison is not flawed. But I would say to Hintza who made the comparison....

    The basic test is -I believe- whether or not the vehicle has "front and rear position lights" Which I took to mean the tail lights and the dipped beam front lights (but it could mean the front "sidelights" i.e. the small white light to the *front* known as the "sidelight").

    Front position lights are the side lights, as the dipped beam would be headlamps
    If it isn't broken, don't try to fix it.
