Failed MOT- Seatbelt

    Yes, but the more moneysaving option would be to leave the seatbelt out completely, which as the OP stated that they never carry passengers in the back, shouldn't cause any problems.

    ...but just happens to have a child seat handy which they've fitted with the sole intent of hiding the known damaged belt for the last few MOTs...

    Following the same logic you don't need to worry about headlamps because you don't drive in the dark!

    That logic would be sound providing that the use of headlamps was only legally required when driving in the dark.
    As this isn't the case, the comparison is flawed.
    You can easily avoid driving with rear seat passengers.
    Unless you are psychic, you can't guarantee that you won't end up driving in conditions of very poor visibility.

    That's correct.
    All of the fitted seatbelts have to be inspected, but if one of them can't been seen due to a child seat being installed then only the easily accessible parts of the belt are looked at.
    The MOT tester can't remove the child seat to get to the belt used for fitting it.
