As much as she might need her own place she might do better looking for places to lodge with instead - try gum tree, findaroom or even if there is a local freecycle cafe.
I am thinking its going to be very hard - loads of students, holidaymakers etc

Rental-I lived in Brighton for 20 years (like you in Midlands now) and rent is sky high..huge student rental market. Sorry I dont know anyone who is letting at moment
Letting agents..there are loads of them..google/on main roads in Hove and Brighton. eg Western road/Church Road
No difference between Hove and Brighton now, easy to walk anywhere.
