It is quite common I think.

When you join a network, you are given a billing date. If that billing date is say (for example) 2 weeks after yr connection date, you will be given a pro rated amount of allowances. You will however only be charged for that pro rated amount.

Not of course forgetting the fact that you are charged in advance for any basic plan costs. So your first bill can quite often be bigger than you expect!

Yes I have which is why I posted as I did. I don't believe it is just relevant to ported numbers - think it is the case for any activation and I believe quite common on all networks. But glad my comment amused you.

Not sure what is meant by 2 weeks in though so I could be missing something there.

I had same issue as op and i had been using t mobile sim card for 2 months when i requested to port my number.
So we weren't talking about just new connections. I know for new connection they give you few weeks pro rata allowance and than after your billing date full month allowance.

But what happens with t mobile is that after you have you full month allowance and you request to port you number they still give you allowance for that month on pro rata.
So lets say you get 500minutes every month and your number is ported on 15th of that month and you have used 300 minutes before 15th but for next 15 you haved used only 100, they charge you for using 50 minutes more in first 15 days. which is ridiculous.
    Hope that makes sense
