It's neither patronising or ageist and it neither states or implies that everyone over 60 is an idiot.
There is one word in the statement that you quoted that makes a bog difference to how it was written and how you misinterpreted it.
That word is "can", and in the way used, it is pefectly correct. Elderly people can be more vunerable and make bad decisions, and it doesn't mean that all elderly people are more vunerable.0 -

I dont agree they're more likely to make bad financial decisions (imo its young people who are more likely to make bad financial decisions). And I dont think this strictly falls under that category - else we're all guilty of making bad financial decisions on a daily basis when we buy something we could do without just because we can afford it.
OP referred to watchdog etc - on those shows usually the old person has been scammed because they're too trusting, not because they're bad with money. Anyone at any age can be too trusting, it just tends to happen more with the older generations as things were different when they were growing up. But none of that seems relevant to OP's father - unless perhaps the salesman added on loads of extras at a inflated price and OP's father was duped into thinking it was a good deal.
I just hope OP hasnt repeated what he said here to his father. Nothing like being patronised just because you do something the other person doesn't agree with.You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0
