    I faced this recently. When I asked about GP registration I was told that I had to provide a bank statement or utility bill showing my address (impossible). However, when I actually went to register I produced my passport as proof of identity, and as proof of address a letter from a government department showing the address (it was in fact the offer of a job). They looked hard at it for perhaps ten seconds, and then everything was fine.

    But does she have a licence? If so, she should have notified DVLA by now. (It's not about having a car.)

    Yes she has a licence and may have informed the DVLA already. i don't know for sure

    I work in a surgery and she should be able to register with photo id as it is more proof of ID that is required. Realistically most folk have not got documents with proof of address so soon after a house move so the receptionist should not be so stubborn.

    Alternatively she could ask to register as a temporary patient, if they are still being awkward, until she can get her documents sorted out. Then once on system for a few weeks tell them she is now in area permanent and they may forget to ask for proof of address.

    To be honest sounds like the surgery is applying the rules to strictly.

    Maybe they could register first at the library, or sports centre or something? And then get an official letter from them to show?
