Accepted documents for lodger to register with local GP

My new lodger wants to register with my GP practice. I thought it would be sufficient to provide a letter to confirm that she was resident at my address and paying rent but they will not accept this. It has to be a bill or bank/credit card statement showing the address. She has no bill to show as her rent is inclusive. She gets her bank statement and credit card statement online and they don't show her address.
I don't see the logic here as anyone could arrange with me bills to be sent to my address without living here.

She can change from online to paper statements - simples!
I don't think utility companies will bill to a different person at your address, they wont even bill my wife!This is an open forum, anyone can post and I just did !0 -
I get my credit card statement online and if you print the PDF it shows the address just like a normal statement.0

Interestingly:Some GP surgeries will also ask to see proof of your identity. For example, they may ask to see:
- photo identity, such as your passport or driving licence
- proof of your address, such as a recent council tax bill or utility bill (a gas, electricity, water or phone bill, but not a mobile phone bill)

Passport or driving licence are possible. The others aren't because she is a lodger not a tenant and has no bills in her name. I pay the bills as the homeowner.0 -
