    Haven't researched that myself, like I advised the OP, I did read a statement at consumer right forum stating that if there was no loss to the hotel by cancelling the booking the hotel should cancel and refund the full amount, ie: if the op informed them in good time.

    there would only be no loss to the hotel if they are able to re-sell the room

    But as you admit yourself, you cannot provide any examples of consumer rights or local laws that would apply.

    Every time I have researched a room with Holiday Inn they have either offered me a refundable rate or a choice of a refundable rate v a cheaper non-refundable rate.

    By offering the customer a choice up front you'd have to put up one hell of a show in front of a court to convince a judge they've treated you unfairly.

    Personally I have amended dates with many advance so called non refundable rates, I've never had to ask for a refund.
    Alway good to have a polite chat with the revenue manager, never know.

    Holiday Inn certainly does. If the rate you took was no cancellations, then this will have been discounted from the rack rate. Like an Advance train ticket - it is no different, and no refund due.

    Its like airport parking I've seen
    one (higher) fee to book allowing you to modify the booking
    Another (lower) fee to book allowing no change whatsoever

    On what basis are you going to ask Nationwide to chargeback the room cost? I can't see any as you knew the room rate was non-refundable.

    To add to what other posters have said, customer services might be able to cancel or arrange some kind of credit for the stay but that would be on a goodwill basis only.
