Depends upon the phone you have.
Its usually pre installed or available via your phone manufacturers store app .

I'm not sure whether I have an andriod, it doesn't look like google play store is pre-installed

You can have an Android phone without Google Play, lots of cheap Chinese one are like that, the Kindles are, as is the Nokia X

3gs is an iphone, you will get an alarm app in itunes app store.

go to itunes store, then app store, then utilities, in search box type 'anti theft alarm', hit enter.

Yes I have an iTunes a/c, and my iPhone is connected to my computer

Looking on google, it appears I need ios7, I currently have ios6, and from what I can see, ios7 is not available for 3gs
