UKPC parking charge help please

Hope some one can help have read threads but overloaded with info!


Windscreen ticket yesterday morning from ukpc - free car park at leisure park - for leaving the site.


I was working (school trip) and left the car park for around 10-15 mins MAX to meet the school group off the train and help get the children down the stairs.


I left car at 9.40 (was checking phone for time as train due in at 9.45ish) - ticket says time seen - 9.40 (watched me walk away it seems|)


I walked back past car with group (children saw my car and pointed lol) and no ticket was on it at this time.


Ticket says - time issued - 9.57 (kinda proves how little time I was)


The charge is for £100 or £60 in 14 days.


We spent over £200 on entry to the play centre plus drinks etc - I have a photo of the receipt from my manager clearly showing date.


I returned to car at around 12pm and saw ticket - spoke to attendant who told me they 'only put a ticket on if its been there for at least 15 minutes' bit of a joke if I parked for 15 mins and drove away its fine but park and return to use facilities within 15 mins and we will ignore you and charge you.




I was planning on firstly going to the play centre to see if they can do something to help. Me being able to help at this end of the station (I live in this town not the one I work in they came from) enabled us to bring a lot of people to the play centre - children and parents and so gave them business.


Next I believe the advice is to wait for the notice to keeper and appeal as the keeper- this would be based on the charge being unfair (they suffered no loss as it was a free car park and the driver used facilities (receipt proves this) also car park was empty as shown in their own photos online).


I should not appeal now explaining circumstances as would be wasting my time - is this correct?


Have I missed anything?

    Get the centre to cancel the ticket as your first action. Spending that amount of money, they should.

    Yes, complain most forcefully to the centre about being harrassed despite spending loads of money and you are minded not to go again.

    Next, you are correct that you should wait for the NTK unless the vehicle is a hire or lease car. Whilst you are waiting, put your feet up and read the Sticky thread for Newbies especially the template letter for your first appeal if it doesn't get cancelled.
    If you do need to appeal, it will be rejected so then you make the second appeal using the How To Win At POPLA, which you will.
    This site has a 100% record of winning at POPLA provided people follow the advice given here, so don't worry.

    Thanks so much.


    Unfortunately for the play centre, my manager is fuming and they usually take a group every year. Also, the ticket was witnessed by all the parents who many had never been there before so hopefully they will sort it so I can tell everyone how nice they are.


    I will go down there later today and update what happens.

    Also read the Newbies Sticky at the top of the forum, which explains your situation fully and outlines the process you need to follow if the manager won't see-sense.

    Ok so play centre were really nice about it and very apologetic. She gave me a proper copy of the receipt showing preschools name and said to upload that online at the appeals bit. I said will it get cancelled then and she seemed to think it would. So do I follow her advice or wait for the ntk?

    If she were to upload to the UKPC website appeals process, would this not become the appeal in response to the windscreen ticket, the driver appeal?

    I would be inclined to wait for the NTK and then upload it with the registered keeper appeal. That way of there are any other POFA 12 issues with the NTK there are further appeal grounds.

    Wait for the NTK. Then use the template appeal from the NEWBIES thread and add a point WITHOUT saying who was driving!

    Ok have received NTK. I am using the template letter but not sure where to put the point about the receipt of the 'driver'.


    I was going to write


    In addition, I attach a receipt showing the amount spent on site by the driver on that day that confirms that the car was parked to use the facilities. This means that the driver was indeed, on site whilst the car was parked.


    then maybe a bit about complaining to the client etc.


    (unless anyone has a template for a better one)


    Should I put this paragraph at the end of the template? I think maybe it should go at the top.

    You can make it point a and bump the others down, but leave them all in.

    Simply say

    A) Windscreen ticket was issued for leaving site. Please find attached driver's proof of receipt for use of facilities for the day, rendering the issue of this ticket null and void.
