Mobile Phone Capped Contracts

I remember reading at the end of last year that the government had cut a deal with mobile operators that would give a £50 cap on mobile phone contracts going over allowance - due to be implemented before the summer. Well, summer is here, but it is still only Tesco and Three that offer capped contracts? When are the other operators going to start offering what they agreed with the government?

That article refers to phones that get lost or stolen, it has nothing to do with people going over their included minutes/data allowance.
If people don't have the sense to check their usage on a contract phone (or indeed choose to give a contract phone to a child), that is down to them.Understeer is when you hit a wall with the front of your car
Oversteer is when you hit a wall with the back of your car
Horsepower is how fast your car hits the wall
Torque is how far your car sends the wall across the field once you've hit it0
