British Cycling will provide legal support to pursue a claim. I think they may also take you on and provide the cover after an accident. There was a requirement to take a long-term membership though. I think it was 5 years.

If it was me, ignoring personal injury, it would be north of £2,000.
OP - as already stated, if your hubby is already insured then you normally get legal cover with it, that would be my first port of call.0
