    My understanding is that County Courts in England and Wales can't hear cases against defendants resident outwith the UK. Out-of-jurisdiction would be limited to Scotland and Northern Ireland, not France.

    I suggest contacting the Clerk of the Court at whatever court you have been dealing with and asking him/her about this. They should be happy to discuss it since it's a question about court procedure, not about the law.

    Yep but either way it sounds like they are going to have to drop it or write to France (they do write to Germany) but it's only to put the scarers on people! He could also email ParkingEye again to point out that his costs will include a plane fare so 'encourage' them to DROP IT...again..and that the Court has said it's out of jurisdiction and if they write to him in France it won't be going anywhere so is wasting both their time!

    they say small claims mediation service is the way forward. as we are a case thats suitable for mediation....

    else we have to go to court next year.

    A resident of France would not be subject to POFA as it is a UK Parliament act for England, not an EU act ?
    So no keeper liability would exist IMO .

    You would be wrong. English law applies in England wherever the vehicle keeper may live. Do you think that other English laws like don't apply to non-UK residents?

    Getting the keeper to pay up by chasing them through the courts is quite another matter however.
