Help I am confused as what to do

I have read the stickys but still confused and I am needing help please still. I went to the CIvil enforcement website and there is nowhere to email them. Would I have to post a appeal and who do I appeal to? them directly and on what grounds would I do this. Buy the way I did shop in the co op twice:(:(A month or so ago my husband and I parked in the co - op carpark Dolgellau I was over the 3 hr limit by 10 mins or so.
Anyway I ignored the first letter off civil enforcement ltd I received a new one today and I am worried as it says appeals are no longer available.
Here it is anyways.
Protections of Freedom act
It has been 30 days since we sent you the above parking charge notice.
In accordance with Schedule 4 of the Protection of freedom Act as the registered Keeper of the vehicle you are now liable for the unpaid part of the PCN
Reasons
You have not provided the correct name I guess you get the drift at the end it says We require full payment of £90 from you within 14 days
Please be advised the independent appeals serve (POPLA) is no longer available for this PCN if you wish to appeal and/or raise andy concerns with us please contact us within 14 days.
If this letter is ignored further action may be taken to secure payment which could include issuing court proceedings or instructing a debt recovery company to recover the debt due both which could incur further costs.
This is all complicated to me and I do not know what to do.
Please help me what should I do next?

this is part of the problem many people like yourself find themselves in
what did you think IGNORING this pcn would achieve ?
all it does is pass the appeal deadline and then its harder to dig yourself out, same as if you ignored a hole in front of you and then fell 30 feet down a hole with no mobile phone to call for help)
letters like these need tackling head on , asap, not asking for help weeks later when the PPC can easily tell you to "do one"
so yes , appeal anyway, but if the PPC tell you its too late, then there is little you can do about it, unless the clock can be reset and start all over again, not ignoring the next pcn (this is if there was no windscreen ticket
please do not ignore any of these in future, read and follow the NEWBIES sticky thread if you really want positive help
ignoring a pcn in england or wales is a silly thing to do , sorry to be so blunt but it needs sating in case other people read this in the future !

Well I have complained to the co - op I was only minutes over the standard time and Ignored the first letter as I read that was what to do then I noticed it said do not ignore after Jan 2014
I do not want to pay this scandalous charge anyway.
I will appeal but I did not get a parking ticket. it was just a letter.0 -
I found this on a tread could this be relevant in my case as I got a letter through the post not a parking ticket on the screen.
well there just cowboys I know but it is scary all the same. and I need to do something I have no intention of paying it.
Letter 1:
Dear Sir/Madam,
Ref: PCN xxxxxxxx
I am writing as the registered keeper of vehicle xxxxxxx to challenge the above ticket. I refer you to the consequences of Halsey v Milton Keynes General NHS Trust if you refuse to consider a challenge outside your normal deadline.
You are a member of the British Parking Association and in order to establish the Registered Keeper's address, you have to comply with the BPA Code of Practice and Protection of Freedoms Act 2012.
The BPA Code of Practice clearly states the following:
19.7 If prompt payment is made (defined as 14 days from the issue of the parking charge notice) you must offer a reduced payment to reflect your reduced costs in collecting the charge. This reduction in cost should be by at least 40% of the full charge.
Your charge of £100 reduced to £75 for prompt payment does not comply with the BPA Code of Practice.
Under these circumstances, I reserve my right not to identify the driver and ask that you cancel the PCN immediately or, if you refuse to do so, send me a POPLA validation code so that I may take this up with the independent appeals service.
I reserve the right to add other appeal points should a POPLA appeal be required.

Well just to let you know I had a reply from Civil Enforcement LTd today. I sent the letter as recommended on the sticky and here is the reply I complained to the co op too.
Confirmation of Cancellation
We refer to recent communications with this office in respect of the parking contravention Enforcement Notice.
We, now confirm that this Notice has been cancelled.
I could not of done it without you all another success story.
If I can understand how to do it and I am scatter brained anyone who comes for help here and follows the advice can.
