Help I am confused as what to do

A month or so ago my husband and I parked in the co - op carpark Dolgellau I was over the 3 hr limit by 10 mins or so.
Anyway I ignored the first letter off civil enforcement ltd I received a new one today and I am worried as it says appeals are no longer available.
Here it is anyways.
Protections of Freedom act
It has been 30 days since we sent you the above parking charge notice.
In accordance with Schedule 4 of the Protection of freedom Act as the registered Keeper of the vehicle you are now liable for the unpaid part of the PCN
Reasons
You have not provided the correct name I guess you get the drift at the end it says We require full payment of £90 from you within 14 days
Please be advised the independent appeals serve (POPLA) is no longer available for this PCN if you wish to appeal and/or raise andy concerns with us please contact us within 14 days.
If this letter is ignored further action may be taken to secure payment which could include issuing court proceedings or instructing a debt recovery company to recover the debt due both which could incur further costs.
This is all complicated to me and I do not know what to do.
Please help me what should I do next?

Read the top thread - there's a whole section 'too late to appeal, you think?'. Options to name the driver or to appeal late anyway & to complain to the Co-op.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
