Got my second letter today stating to pay by the 31st or will the courts involved.

As Dee says, you must give us more detail. Debt collector letter from 'DRPlus' can be ignored but not a letter from the TOC.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's ok then. Continue to ignore!

You might be lucky and get a red letter next time...

All the time it's with DRP and Zenith (same firm) it's not with the TOC!

Just an update i received a third letter offering to reduce the amount of the fine from drp plus before it goes further. Is it still ok to ignore letters from this company. Many thanks for any help.

Yes of course, why would it change, it's a poxy debt collector letter chain. You should search the forum for 'Recovery' as a keyword. These letters have been ignored for the best part of a decade. Please use the search facility so you don't just pop back to this little thread. You are missing the entire 'iceberg' that lies beneath your little old thread if you don't search for keywords and read other threads like your own.

Just put of curiosity , what was the date of the original ticket? It would be good to know when you can pop a very pertinent letter into the post to CP Plus saying the 6 months for prosecution in der byelaws is now up. Cease and desist the letters!

Note that, based on FoI statistics: https://www.whatdotheyknow.com/request/statistics_for_byelaw_14_prosecu#incoming-440318
and ancedotal evidence from Pepipoo, only two TOCs (Northern and EMT) actually bother to bring 'byelaw 14' prosecutions in any numbers at all.

The chances of being prosecuted by any other TOC is essentially zero, even if they threaten it. Even if they did prosecute, it ought to be for the TOC to prove the identity of the person committing the offence (i.e. the driver), albeit that, if the OP has admitted to this in his/her appeal, this might not be difficult.

I've never heard of any OP being prosecuted, either by a TOC or by CP Plus, following failure to pay a CP Plus invoice relating to parking at a railway station.

Be warned that CP Plus do clamp aggressively, and charge extortionate ransoms, over alleged past debts. I don't believe that this is authorised by byelaws, and so is a criminal offence, but they will do it anyway, and the police will wrongly insist that "it's a civil matter". For this reason, I would strongly advise against parking there again if the OP can help it.
