In 2013 I opened a 3 year fixed rate I.S.A. with the Halifax,am I right in assuming I am not allowed to top this up to the new £15000 limit. T.I.A

I don't believe Halifax allow top ups to fixed term ISAs. Best to read the T&Cs you got when opening the account.0

You won't be able to top that up but you can open new one.
But you can get better rates outside an ISA or use a s&s ISA.Remember the saying: if it looks too good to be true it almost certainly is.0 -
Now i know I can't top up my Halifax I.S.A.can I top up a Santander fixed rate one opened this year by just transfering money out of a ON line saver I have with the Halifax0

Santander have a short window in which they allow additional deposits into their current year FRISAs. 31st July or 31st of August - you need to check with them.
It's your choice how you fund the additional deposit.0
