    It still does not make charging on its own illegal as alluded to, it depends on the complete package in place.

    For an all day parking (9AM - 6PM) charge you would seriously struggle to convince anybody that it is discrimination to charge for disabled bay parking.

    Whilst I have no problem with Council allowing Blue Badge Holders free parking, I do not think that PPCs should be forced to do so, after all, Tesco do not give BB holders free carrots.

    In any case, they already get the best spaces, and my own Council gives them lots of free parking. Why should a young benefits bludger with a "bad back" be treated more favourably than this 74 year old pensioner with an arthritic knee?

    my point is a simple one

    I dont expect to pay for parking when buying petrol from a petrol retailer

    I dont expect to pay for parking whilst shopping at tesco or at asda or lidl or aldi or morrisons

    I dont expect to pay for parking whilst booked into a hotel as a guest

    I dont expect to pay for parking whilst eating at a restaurant like Beefeater or Wetherspoons or McDonalds or wherever

    I dont expect to pay for parking at a garage if my car is being serviced

    I object to paying to park at the Peel Centre in Stockport (a common theme on here) when you are only there in order to use the retail shops on their retail park , especially when you look at the Trafford Centre or Crown Point North which are free to park when using their retail facilities on site

    I accept that pay and display car parks exist and if you park there then maybe you should pay , especially if this is not a part of a retail complex and so not tied to a business or businesses

    in this case I accept that it may be a SIP controlled p&d car park, but this retailer/restaurant hasnt told these people anything about it, not warned them about it, probably not even mentioned it, this is wrong , especially if this disabled person was obviously disabled (say they had been in a wheelchair) and not provided the contract for scrutiny either (they never do)

    we do not know what the contract says about this, but the onus is on the retailer to either warn customers about the parking arrangements nearby (as most people are not walking there) , or should have a system in place that allows for concessions for people eating in their establishment , especially if these people happen to be protected by the EA 2010 , so just as they may have no steps and wider doorways, they should have a policy on warning customers about the car parking (like you see on an MSA where they have signs all over the place on the ones I have visited)

    this OP mentioned the BB and felt "guilty" about not paying (with hindsight) , but was more interested in the BB aspect so I commented on it

    I dont care if others dont like what I said or dont agree with it (my advice will not change), I gave him knowledge that he can take to the landowner or restaurant , now if they cancelled the ticket due to that advice given its job done, doesnt really matter if the law applies or not as this isnt a court of law, its a reason to question the landowner or restaurant chain and maybe if they dont have a policy in place, they may decide to have one due to this complaint

    if it turns out that its not a factor , then the OP sticks with plan A of appealing when the NTK arrives which he was advised to do

    as for councils and hospitals etc, it is true that when they charge they usually double the time to pay homage to the EA 2010 , its when they ignore this aspect and dont have the "level playing field" they they deserve to be taken to task over it (or if they dont stick to the double time rule and ticket a BB vehicle after the tickets expiry time, which does happen)

    I would expect you to be towed away if you parked at a petrol station and blocked the pump from everyone else. Use the pump and move on

    I would expect I would choose whether or not to use them, if that's how they choose to selct their customers.

    Again, I expect I would choose based on the prices, who they desire as their customer, and if I should subsidise motorists if I arrived by taxi

    Everywhere else I have been in the world, USA, Canada, Malaysia, Australia, France, Spain, Greece, etc., paying to park at supermarkets is unheard of. Only in Rip-Off Britain do we put up with such nonsense

    Fact of life. I've bought an Orangina at a cafe in Paris that cost me about 10 times what it cost in Auchan at Dunkerque. 90% of the cost is to rent the table I drank it at. If I don't want to pay in a car park at a supermarket, I can drive to the next one. They don't force me to be a customer, in fact they force me away.
    And actually, you'll quite often pay in france, belgium, holland, to park, in fact most of europe has a blue card. They aren't free, you need to buy them in the first place. Then all the towns have meters for on street parking. Its rare to find free parking, only in out of town supermarkets. Very similar to here really.
