Quickest & easiest MasterCard debit?

They are both UK regulated and members of the FSCS so as safe as any of the known brands. However, their current accounts may be not suitable for everyone

gtbankuk - min opening balance £5,000, £100 annual fee. Plus perhaps other charges

ghanabank : looks less costly than gtbank at first glance but also has some charges that could add up

Clydesdale Bank or Yorkshire Bank will probably be the most straightforward Debit Mastercard to get, unless you live in London in which case Metro Bank is likely the best option as you can generally get the card on the spot.

From my experience neither of them are particularly speedy, which was one of the OP's requirements.
