    Getting back to the original article, anyone that was maxing out cash ISAs from their launch in 1999 onwards may quite well have been maxing out their predecessor - the TESSA - which have now morphed from being TOISAs into NISAs too, so I'm sure there are plenty of cash-only savers that would have passed the £85K mark a while ago.
