You are conflating the government/local authority (who mandate the not-giving-permission and the fining of parents) with teachers (some of whom went on strike recently).

I can control whether I go on strike but I am in no position to determine whether parents of children I teach will be fined.

I loved going to school on my birthday! Presents, then egged and floured! Lovely! School wouldn't let me go home unless I grassed on my friends who had egged me... I wouldn't tell, so I stayed at school all day stinking! One of my best school memories! My friends and I found it hilarious.
