A claim is made at the point when the person to whom the claim is being made becomes aware of it. (A claim in this sense is the broad claim of liability, rather than a specific insurance claim).

Had you blocked the drive he would not have attempted to reverse out, he would have had to get you to move first. As he could get out but failed to do it properly then he is at fault because he was in charge of the vehicle at the time.0
