International Dialling Code

I just got a 'number not recognised' when dialling a 07976 number, so I tried it with 0044 (dropping the leading 0) and it worked, is this fairly normal? I think I have this before, I thought you only had to use the international code when ringing from abroad?

I had same problem on my Nexus 5, albeit very rarely
now cured with this APP
