New Yorkshire Water customer - out of parents house

Hi there,
me and my partner have both moved into our own two bed flat two months ago and just remembered to sort out the water.
I contacted Yorkshire water to set up payment and the only question they asked is how many people live in the property - two. we will be charged 10.30 every month.
I have no problem with the cost however how can they say we will use X amount of water. We are at college during the week and work at the weekend and we are very economical with water. how do they estimate our usage based on the question 'how many people live in the property?'

I am assuming your flat has a meter?
The average person uses 60 cubic metres per year so 120 for you both.
You can use that as a guide by looking up the tariff on the Yorkshire water website - http://www.yorkshirewater.com/resources/files/400_ChargesScheme.pdf
don't forget to include water, waste water(sewerage) and standing charges for both.
The £10.30 is not a payment in full(assuming you have a meter) but merely an estimate. In the end you will pay for what you consume.
I would be very surprised if your bill will be less than £200 a year - the average user would be in the region of £3000 -

Then I can think why they asked how many people are in the flat. If you are not metered it doesn't matter how much water you use for billing purposes.
You are charged according to the Rateable Value(RV) of your flat(this was the system in use before council tax and poll tax)
As this RV is fixed they can accurately estimate your bill for the year ahead.0 -

I understand it now. So if somebody lives in a property with the same RV they could use less than me or more than me and still pay the same.
