I await the first prosecution for having no tax, when the previous owner had taxed the car for that month.

I'm really not seeing the big problem here. Simply plug when you got the car into the website when you get the car, and theres no issue at all.

Its really no different in how it works than before, other than the opportunity to "buy" the remaining tax off a private seller has gone.

Overall its a much better system - no running to the post office when your car needs taxed, no risk of forgetting, etc, etc. Works for me.

What about the issues i've raised.
You buy car. Get it home. Tax car.
DVLA update keeper details approx 1-2 weeks later. They refund the tax you just paid to previous owner.

So from this can i gather you either tax a car straight away when you get it and DVLA will refund your tax to the previous owner when they update the V5
Or wait approx 2-3 weeks for the V5 to return in your name with the updated keeper details.

I could be wrong thought but from what i've been reading it seems to be the case. If not, how will it work in regards to tax and V5 being updated?

If we estimate that the average annual VED cost per vehicle is £200 (a fair guess given the spread of rates)on

It would be interesting to know but I very much doubt that the average is £200 given the number of new vehicles on the road that have zero VED. Even my 12 year old car is only £125 per year.
Remember the saying: if it looks too good to be true it almost certainly is.
