If it's your phone, contact the network and ask them to lift the blacklist. They will ask you to prove it's yours, of course.

If it's one you took a new contract out and then canceled I would imagine they expect you to return the phone

It was a cancelled contract but they never asked for the phone back so kept it and have been using it as an ipad

Contact the service provider, I think they are the only ones that can lift it.

May be worth checking your credit rating then if you've kept it and it's been blacklisted.

I doubt the network will unblock it in this case. You can try and have it unlocked from somewhere other than the network and sell it abroad, but you won't be able to use it in the UK I am afraid.

With unblock I mean unbar the iPhone; with unlock I mean removing the simlock.

cant have your cake and eat it
Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

I was under the impression that if the network blacklist the handset then it is never useable again as the blacklist database is write once only. Only temporary blocks by the network can be unblocked.

Also, if it is truly blacklisted then unlocking it won't help as all networks in the UK have a legal requirement to share data on blacklisted handsets so it won't allow you to access any network
