Can a solicitor legally deliver a letter to a 12 year old in England?

I know it can cost a fortune, but wouldn't the proper avenue be through the courts? Not to go with the full access but even just to start contact? Court make decision about being able to write letters etc... so I assume you could go just to ask permission to write letters and ensure that say letters are delivered to the child and not interfered.
