So you can google the definition of tax, congratulations.
It's still not a value added tax, that you pay on top of the good/service provided. You don't pay for energy with tax on top.
When you pay a haulier to hump your goods about the country, they aren't mandated to pass on any increase/decrease in fuel duty. That's a tax on them. It doesn't transfer to the consumer, who pays a fixed price to the retailer.0 -

and even it was a value added tax the point that past increases have not been passed onto fixed price customers makes this a moot point.0 -

The point is intervention by government ministers who themselves explicitly wanted all tariffs to be adjusted. They are then embarrassed when private companies shrug their shoulders and tell them where to go. I see he still has not come clean and admitted his idiocy.0

Fixed Tariffs that have come out post this announcement have included the reduction. The fixed market has been falling in price since December
Variable tariffs were reduce post the government announcement or increases pre announcement were restricted to factor the reduction in.
This can clearly be seen in the price changes for Q4/Q1 2014/2013
