O2 say my coverage on GiffGaff might not be as good, even though they use O2.....

    They do actually
    Highest priority...Security and Emergency services
    Contract customers
    PAYG
    VPN including roaming sims
    ETA
    also the cell can only handle a finite amount of connections at any one time.

    If it all went belly up, joe bloggs might get a "signal" but they wouldnt be able to use it - whereas certain security and corporate users will work just fine.
    Priority is def given to certain users - and i'm betting it wouldnt just be when the cell is busy.

    On that basis, why doesn't the O2 mast let my phone with a 3 sim connect to it?! ;)

    Not to mention the fact the network will also control priority to data via both the APN (you'll notice that there are a number of APN's) and further by username.
