    As you said earlier a number is dictated by government and they try to identify what land to use I don't no what criteria they use but it's not very good and then as you say they fail to meet it. Some of the land allocated in my local plan is suitable but more suitable land is ignored.

    not really sure that's what I would call a 'strategic ' plan but never mind.

    in general, the role of councils isn't to meet building targets as they don't actually build houses.

    their role should be to allocate building permission on a lot of land

    I hear changes to commercial buildings if they are empty for years can be made into flats.

    Its good because the internet is killing the shops so why not turn them all into flats while prices are still high?
