New policy for (not) removing spam?

I have noticed a couple of times that new members have been PPR for what I presume is posting obvious spam and yet their posts remain, is this a move by MSE towers to get in line with other sites by leaving the spam in place so that it then gets picked up by the search engines and universaly blocked?

Probably just been auto PPRd by the spam button hack after having x number of posts deleted by it. Seems to happen with it from what I have seen, and has done for quite some time.

I did wonder as there seemed to be quite a time difference between the offending p[oster being PPR and their offending posts being removed whereas previously it was almost instant.0
