banks still displaying 0845 nunbers

Ive hears the law has changed to force banks to change their 0845 numbers to local rate.. However I've noticed few banks not offering that service.. Yorkshire bank and HSBC

Law has changed so that most customer service must be local rate, but financial services/banks are exempt.0

Financial services are not included in these new regulations, but will be in a years time (I can't remember why there was a delay with financial services, but it ultimately put it back a bit).
However, HSBC do list an 0345 number on their complaints page, under the word "Mobiles", which helpfully explains that an 0345 number comes out of inclusive minutes: http://www.hsbc.co.uk/1/2/contact-us/complaints
You could call them on that and complain that they don't have an 0345 number, but that would be ironic ;P0 -
Most debit cards have contact numbers printed on the back, including numbers you can call from abroad. All these are generally 01 and 02 numbers that you can call from the UK as well.0

I always phone my bank using the international code and then number.
However Tesco bank detect if you are not ringing from abroad and refer you to an 0845 number.
Calls are made via 1899 telephone operator and cost 1p per minutes with a connection charge of 4p.0 -

HSBC also have 0345 740 4404 which replaces 08457 404 404 for normal customer/telephone banking and have done for at least 12 months, though as you say, the new law doesn't currently apply to financial firms.

Lloyds, Halifax and Bank of Scotland all clearly state on their website the number to call if you don't want to use an 0845 number.DEBT FREE!

Also, after having my Halifax online banking frozen for about 15 times over 3 days (for trying to make a £5 payment to another account of mine), they only give you an 0845 number for the fraud team to ring and unlock the account. However, I was asked if I was ringing the 0845 number at the end of the call, and they refunded all of my call time charges at about 15p p/m.0
