Annual leave for part-time staff - have I got it right?

My method means that staff get the correct amount of leave they are entitled to. They most certainly do not lose out, rather they get the same as everyone else. I don't want to see anyone diddled, but neither should anyone be gaining an advantage.
I've already had advice from ACAS but will get confirmation from a solicitor or HR professional.

If they were never scheduled to work a BH they would lose this holiday.
That would be illegal it needs to be able to be used on any day they would be scheduled to work.0 -

say the shift pattern was 50% 5days every 14 week on week off
op new rules average 2.5 days of holiday to take a week off...0 -
