British Gas and the Central Heating saga -questions?

It's been awhile since I've visited here, but this CH story is on-going and there are a few questions I'd like to ask:
We signed up for the Homecare package (since it's been a while since anythng has been done to the house) and BG sent round an engineer, who immediately proceeded to declare our boiler unsafe and dismantled the bits. This was back in April 2007.
Fast forward to July 2007 (now) BG were finally able to give us a proper date again (initially going to have to wait another month!) and we now have an engineer round who seems likea nice guy. The new combi boiler and pipework have been sitting around in our house (taking up lots of space) so it's a relief! However, I do have a few questions:
I've just started reading some of the threads on various sites, and it seems that quite often high price quotes (ours goes into the thousands) includes radiator flushing. So far the engineer hasn't mentioned this yet, but should we expect this service at all? (need to find the order form as well to see if it's included but was just wondering)
Also, BG deposited lots of pipework. However, it seems the engineer isn't going to be using most of it after all! I understand that it comes as part of the (expensive) package, but it seems like a huge waste to make us pay for pipes that aren't going to be used? On another note, (from a totally non-tech point of view) surely it would be better to replace the pipework given that it is a little dated, athough the engineer says they are alright. (They are set to work for two days, and I Can't help but wonder if time constraints might be a contributing factor)

p/s:Our 'thousands' cost doesn't include new radiators (or TRVs) - which we're actually fine with seeing as they are steel and already have TRVs.
p/s2: Forgot to mention that it does include some electricity fitting because apparently 'they aren't to standard'.
