    Clicksafe/Verified by Visa doesn't protect the cardholder, it only protects the merchant. When a merchant is compliant with VBV they are immune to 'Fraud' chargebacks. A cardholder is protected by Payment Services Regulations, where the cardholder has to be refunded for fraudulent transactions.
