Wife has received 2nd PCN from Premier Park :(

Hi all.
Love this forum - some amazing people here who helped me beat Premier Park a couple of months ago - see here:

Quick background: My wife rents a parking space from an apartment owner to whom the parking space belongs. The carpark is underground and requires an electronic keyfob to get in and out plus a permit to be displayed in the windscreen area (both of which she has).
I had barely come down from the buzz of beating these cowboys last time and then my wife came home today with another PCN :mad:
The reason given by the ticket person? 'Permit Not On Full Display'.
Well, my wife HAD displayed her permit. However, part of it had slipped down below the shaded area of the windscreen. You could still read the permit and the permit number.
Here's one of the photos that the Premier Park person took as evidence:

Now if that doesn't prove that Premier Park are cowboys then I don't know what does.
I'm fuming.
Obviously I could just copy and paste my last POPLA appeal and that should win as it did last time but I wondered if there is anything I should add considering that this lovely Premier Park person seems to be harassing my wife if they believe that is failing to display a permit?
I look forward to any help you can give me with this.

You know we agree that the PCN should never have been issued!

In our view, a PPC is not even remotely needed in a gated car park with electronic keyfob entry. That is likely to suggest that the managing agents are taking a backhander from each ticket issued - and the best revenge you can get is to win at POPLA every time. its obvious to me that the parking company have lost site of the role they are employed to do in cases like these
ie:- manage the spaces for the enjoyment of those allowed to park there, not hound the residents over any silly rule such as this when its clear to them this car has a permit from previous history
their task is to manage the car park so residents and permit holders can go about their daily business unimpeded and unhindered and not be ticketed yet an over zealous jobsworth has decided to ticket this vehicle more than once due to having nothing better to do which shows vindictiveness and the parking company are complicit in this by not checking that the vehicle has an official permit
would they stick their hands (or somebody elses) over a gas burner just because the sign says so ? I think not
if the sign says only red cars with pink carnations are allowed to park, would they ticket all the blue cars with no flowers yet with permits clearly showing ?

on the other side, having had a warning with the previous pcn, the RK should be ensuring that no repeat can happen and that this permit is stuck in such a manner that it is always on clear show , regardless
once bit , twice shy !!!
but also obvious the previous appeals are used , and won at popla if necessary
I think a stern letter to the managing agent or landowner about "quiet enjoyment and not being harassed" is another point , as this parking company and their agents need reminding what their true "job" is !0 -
I suspect the charge has been issued by a low-level employee who may or may not be on commission. It's unlikely (like a Traffic Warden) that they know the end result of each charge they issue, or even care for that matter.
Their job is to enforce notices.Search my post " PoPLA evidence - What to submit" on what is a good defense for a PoPLA appeal.0 -
I think I would put the permit in the glove compartment and keep costing them £27 at PoPLA until they give up! Do it often enough and you'll probably cost them more at PoPLA than they make from this entire site!
Also a photocopied note through the door of every other flat in the building explaining to them how not to pay.Je suis Charlie.0 -

This may be a problem as many leases/ASTs do not allow this sort of sub-letting.You never know how far you can go until you go too far.0
