The right of council tenants to buy their homes in Scotland is due to be abolished by the Scottish Parliament.
The Conservatives will make a last-ditch attempt to block the move at Holyrood.

I have to wonder why it is a socialist government doing this with a so called conservative government opposing it.

Why do you presume this?
The article specifically statedRight to buy has driven-up home ownership in Scotland. But it has also contributed to an acute shortage of social housing.
That is why the Scottish government has said it wanted to end the right in 2016:wall:

A good history of evidence from 1980 has shown a significant increase of social mobility for those that have bought their property. It is one way of breaking out of the rut.0
