Flight delay compensation

Can anyone help me please. I recently claimed back compensation for flight delays with Thomas Cook from a August 2007 package holiday. I received £1023.00 for 3 adults this was for a 23 hour delay from Manchester to larnaca Cyprus. We were also then delayed 26 hours on the return flight from larnaca to Manchester. Thomas Cook then told me we have to claim from Cyprus airlines as the delay was from there. Is this correct or do I claim from Thomas Cook as I booked my package holiday with them. Any help would be much appreciated.
