Sky !!!!-up

My brother started with Sky for broadband and phone just 2 weeks ago. He's always thought Sky was the bees knees.
Yesterday i had a call from a number I didn't recognize but I still answered it. It was bruv and he said his BB had gone off, I then told him about the number that had come thru. This explained why his BB had gone off.
When he rang Sky he was told they had just put a neighbor onto a sky account and it must be a crossed line. Since then he has been told 4 different tales. He's tried making a complaint but it turns out Sky doesn't have a complaints department. Very odd.
Can anyone suggest what he can do now ?. He does internet banking and is meant to pay a bill by tomorrow which he is unable to do now.
Would it be within his rights to cancel the account ?

    if he cancels his account he still wont be able to pay his bill tomorrow

    Tell him to use another computer for his banking.
    He could ask sky for a credit to his account they may give £50 they may not

    Sky don't actually connect the phone line BT open reach do .
    If he did leave sky where would he move to

    Internet access is never guaranteed by any provider. If your brother has an important bill to be paid then he is required to contact the Bank by other means (either telephone or a local branch or even another computer).

    None of what you say would be a good enough reason to cancel within the minimum term, especially as he has not given Sky adequate time to fix the problem.

    You say he has been told four different things, but why has he rung four times? The first call should have been enough set reparatory work in progress.

    If the internet remains unavailable for a time, Sky will likely reduce the bill accordingly.
