Outside water pipe cover

in Water bills
I have been reading on here about water pipe insurance and was wondering if I needed to get cover. The water meter for my supply is in my kitchen so I thought I only had to pay for anything from my side of the meter but I'm not sure that is the case. I have check on my buildings insurance paperwork which says I'm covered for accidental damage but not for burst pipes?

your responsibility starts at your boundary, the meter is just for billing purposes not to define responsibilities
some water co's offer free repairs , some do not , check there website
