Tesco "Free" Broadband

I tried to follow up this offer from Tesco and when they tested my line I was rejected because of some "equipment" I supposedly have. I rang their help line and was told it was because Plusnet block Tesco from taking over the line!
I rang Plusnet and they said they don't block Tesco but Tesco have some sort of protocol which recognises some form of Plusnet marker which stops Tesco from proceeding (you can tell where this is going).
So, having told Plusnet to free up my line, and rejected their miserly £5 off offer to stay with them, I tried Tesco again and...still blocked.
This seems like a scam to me but interested if anyone either has a solution or an explanation?

I believe you will have to cease completely with PlusNet before your line is recorded as "free", this is (or at least was) the case with any broadband provider that relies on delivering the service down the phone line.Understeer is when you hit a wall with the front of your car
Oversteer is when you hit a wall with the back of your car
Horsepower is how fast your car hits the wall
