I've also seen this used in the sellers favour, they say the label has been cut out because there never was a genuine one. Seen this alot on ebay and market stalls.
Cutting labels is a pretty common practice. Some of the discount high street retailers will have them relabelled with a new brand name. It happens with food too, B&M carry a lot of that.
There was one who used to advertise "You know who clothing" and drop many hints that it was M&S, not sure if they're still about.
On a market stall you have the advantage of being able to check the quality.

I am a brand name clothing retailer and there are loads of fakes out there - fakes you would not even know about when buying them. One of the biggest online auction outlets I have found is selling fakes and they are doing so over several shop names and continents. Furthermore, they are using the actual brands models to advertise/sell their fakes. I know they are fakes as I have called the manufacturer and spoken to them - I also found them advertising their stuff on Ali Express.... massive giveaway!! They even had M&S and BHS stuff.

Pretty much anything with a 'brand name' can and will be faked.

Lots of people sell overstock from highstreet stores.
They tend to have the lables removed to prevent people from trying to return them to store though.

This is true but overstock is usually held back til the end of the season. There may be a slight over run, but not by much.

There is no way that any big retailer would risk releasing overstock onto the 'cheap market' and jeapodise the profit they make on the stuff in the shops.

These could just be on-line returns, some companies just sell the returns rather than put them back in the system.
Here's one site that does...I've had a few Topshop and Dorothy Perkins current stock from here

I have noticed this on eBay with River Island clothes as well. My gut feeling was that they were nicked by staff.
