    "Licence" in this context being the legal term for what you and I call a tax disc.

    I don't think anyone would be very interested in enforcing the display of something that will be consigned to the history books in 3 months time.

    An unlicensed vehicle would be a different matter of course.

    The answer to the OP's question is of course yes - it is still an offence, and it would be the job of the police to decide whether to take serious action or not.

    Personally I don't think they would be much bothered.

    If you have a tax disc that has some time to run at the point at which they are abolished is it necessary to continue to display it until it expires ?

    You can bin it on 1st Oct, quite happily.

    The police never take serious action on this matter. They simply fill in a 1-page form the size of half a sheet of A4, then post it to the DVLA, who will decide what to do.
    The police may also issue a fixed penalty notice.

    Neither of which counts as "serious action"
