Not Displaying Valid Road Tax

Hi All
Can anyone please confirm if it is still an offence not to display valid road tax when parked on a public road please?
It was my understanding that it is still an offence, even if you have a valid tax disc if you do not display it by say covering the vehicle or it having fallen off.
If it is who would or should enforce this please.

Remains an offence until October. Maximum penalty £200, or more likely a fixed penalty of £100. As opposed to using a vehicle which hasn't been taxed at all, for which the maximum is £1000 or five times the VED rate for the vehicle, whichever is greater.0

I can tell the OP that parking enforcement officers do not have the power to enforce this law. They can report it to the DVLA and/or the police who may take action...then again as long as it's taxed and the disc exists and isn't stolen (the blown/fallen off reason) they don't usually worry about it too much and just ask you to re-affix it. If it had been stolen they'd expect you to have filed a police report.
If the vehicle was under a cover then the vehicle should be off the road too where displaying a tax disc is not required.
