So it is off to the Newbie thread and assuming this is the Notice to keeper and not the windscreen ticket, hit them with the soft appeal to the PPC.

Thats what i thought about the surcharge lol. Ive read all the newbie stuff. If i appeal straight away then all charges are placed on hold so the early payment reduction will still stand but if i leave it for the NTK to arrive that will be withdrawn, should i still wait?0

Wait. It is always better to wait for NTK and appeal as registered keeper in case they slip up on the POFA 12 requirements and tif they do then you can hit it home at POPLA.

Also, on the PCN the guy hasn't even ticket a box to say which charge it is! There are two options and neither is ticked!0 -

No you are mistaking PPC land for the relative logic and regulation of authority parking, they make up their own rules!0 -
If you start adding stuff like that when you send the template, you are likely to use words that might give away who was driving which would throw away all the advantage of waiting! So don't add any wording - bad signage is already covered in depth now in the template. By the way I have amended the template to keep PPCs on their toes and because I was bored with it, felt it needed refreshing.Do you think I'm correct in what I'm saying then? At POPLA stage you can add more to the appeal about the lack of signs and lines. Not talking about who was driving of course but pointing out there are no yellow lines or hashed markings to draw a motorists' attention to any signs and indeed as you say, nothing on the housing side of the road. The signs say 'do not park here' so to any reasonable person, 'HERE' is exactly what it says on the tin, where the sign is, 'here' on the field side of the land.
Well that's relevant because it could be argue the NTK 'has to repeat what was on the PCN' and that won't be the case will it?! The PCN has no 'contravention' on it so it cannot be repeated on the NTK which will be giving new information (contrary to POFA 2012 and there is no keeper liability).Also, on the PCN the guy hasn't even ticket a box to say which charge it is! But then again, 'Elite Management (Midlands) Ltd' who are appear to be a jack-of-all-trades type firm, are hardly going to manage to send a properly worded NTK in time anyway IMHO so no doubt you might have to wait 3 months or so then get some rubbish letter (you will know you are winning then!)!
